The California Air Resources Board (CARB) held its March Board Meeting in Riverside County on March 22-23.  Of interest to HCPA and its members was the agenda item, “Public Hearing to Consider the Proposed Regulation for Prohibitions on Use of Certain Hydrofluorocarbons in Stationary Refrigeration and Foam End-Uses.”  HCPA closely monitored the meeting for public comments on VOC emissions, particularly in light of the McDonald et al study.

The Board is considering adopting a proposed regulation for prohibitions on the use of certain high-global warming potential hydrofluorocarbons (HFCs) in stationary refrigeration and foam end-uses.  Their objective is to preserve the HFC emission reductions that were expected from the federal Significant New Alternatives Policy (SNAP) Rules for which many of the compliance dates have already passed (parts within the SNAP Rules are currently jeopardized due to a recent ruling by the U.S. Court of Appeals). The regulation proposed by CARB would keep some of the SNAP rules in place; however, the restricted use of certain HFCs in aerosol products is not a part of this proposal.  Some stakeholders presented testimony at the board hearing urging CARB to also put in place the restricted use of certain HFCs in aerosols.

HCPA will continue to monitor this situation as it develops and keep members fully informed of actions by CARB that could impact their products.
