On September 27, Steve Caldeira, Owen Caine and member representatives from the HCPA Executive & Finance Committee attended the signing of the final Toxic Substances Control Act (TSCA) User Fees Rule at the Environmental Protection Agency (EPA) headquarters in Washington, DC. The event, hosted by Acting Administrator Andrew Wheeler, marks a very important milestone in the implementation of TSCA by the EPA, and HCPA and our members were honored to take part in the historic signing. EPA issued the final rule authorizing the collection of fees from chemical manufacturers to defray costs of developing risk evaluations for existing chemicals; collecting and reviewing toxicity and exposure data and other information; reviewing confidential business information (CBI); and making determinations in a timely and transparent manner with respect to the safety of new chemicals before they enter the marketplace. The fees began October 1, 2018, and you can learn more about the types and amounts of fees by clicking here. The fees rule is the last of four framework rules under the Frank R. Lautenberg Chemical Safety for the 21st Century Act, incorporating input received through public meetings and comment periods. Additionally, EPA will host a series of webinars focused on making TSCA submissions and paying fees under the final rule. The webinars will be held on October 10, October 24, and November 7.
