Steve Caldeira, President & CEO, and Mike Gruber, Executive Vice President, Government Relations & Public Policy, were named to The Hill’s Top Lobbyists 2023. This is the seventh consecutive year that Caldeira has been included on the list and the second time that Gruber has received this recognition.

Caldeira serves as a passionate advocate among legislators and regulatory agencies, including the Environmental Protection Agency (EPA), and is an effective communicator with consumer, Inside-the-Beltway, and trade media for the household and commercial products industry. In the last year, HCPA played a lead role in reauthorizing the Pesticide Registration Improvement Act (PRIA), which provides the EPA’s Office of Pesticide Programs (OPP) with the funding to bring pesticide products to market. The Household & Commercial Products Association (HCPA) represents pesticide products that sanitize and disinfect surfaces, keep fleas off pets, and prevent rodent and termite damage.

In his two years at HCPA, Gruber has been helping to further raise the profile of the household and commercial products industry on Capitol Hill. HCPA’s aggressive engagement with Congress to prevent critical reductions in staffing shortfalls at the EPA, accelerating the Agency’s information technology modernization, and improving regulatory processes for decision-making. He has also been engaging with the White House on implementation of the Sustainable Chemistry R&D Act to promote innovation in chemical ingredients use to protect human health and the environment. Mike oversees HCPA’s State Government Relations & Public Policy team to manage key state issues, such as chemicals of concern and packaging.
