Steve Bennett, Ph.D., is the Executive Vice President of Scientific & Regulatory Affairs at the Household & Commercial Products Association (HCPA). In this role, he manages the Association’s Scientific Affairs, Regulatory Affairs, and International Affairs activities, while working closely with member companies, government agencies, and other stakeholders to advance science-based policy and regulatory solutions for the household and commercial products industry.

 

Bennett serves as the Division Staff Executive (DSE) for HCPA’s Pest Management Products Division and provides technical and regulatory guidance on a range of issues, including chemicals management under the Toxic Substances Control Act (TSCA) and Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA); PFAS; green chemistry; air quality; California’s Proposition 65; and poison prevention. He frequently represents HCPA in discussions with regulators, policymakers, and industry stakeholders and has served on various scientific and state advisory panels organized by the Environmental Protection Agency (EPA), such as the Science Advisory Committee on Chemicals, Pesticide Program Dialogue Committee, and Washington’s Pesticide Advisory Board.

 

Before joining HCPA, Bennett worked as a scientist for EA Engineering and taught in academia for several years. He also lectured in the Environmental Science and Policy master’s program at Johns Hopkins University. Bennett earned a B.S. in chemistry from Lock Haven University in Pennsylvania and a Ph.D. in inorganic chemistry from the University of Delaware.
