Product Transparency

Industry Issues

Overview

Effectively communicating product ingredient, use, and disposal information empowers consumers and workers to not only make informed choices, but also use products safely, and maximize performance and sustainability benefits. HCPA brings member companies together to align the best practices for transparent messaging, reduce risks related to greenwashing, and educate the industry on relevant tools, such as third-party standards and ecolabels.

Ingredient Transparency

HCPA and our member companies supported the California Cleaning Product Right to Know Act of 2017, which serves as a de facto national standard for companies to share ingredient information with consumers and workers. HCPA provides technical support for ingredient disclosure efforts through the HCPA Consumer Product Ingredients Dictionary, which provides standardized nomenclature and information to subscribers and the public while protecting trade secrets.

Product Certifications & Claims

HCPA is proud to have been recognized as an EPA Safer Choice Partner of the Year nine times in the past decade and actively advocates for the program on behalf of our members. HCPA also engages with other certification partners, such as Green Seal, where we participated in the Sustainable Packaging Advisory Group to help shape new sustainable packaging criteria. In addition, HCPA facilitates member engagement with certification programs, helps certification bodies understand the complexity of our industry’s products, and monitors laws and guidance on claims — such as the FTC Green Guides — providing input on updates to support clear and effective consumer communication.

Packaging Recyclability

HCPA engages with third parties, including The Recycling Partnership (TRP) and How2Recycle (H2R), to help members accurately label products with clear recyclability information and instructions. HCPA has actively been advancing the Aerosol Recycling Initiative, launched with the Can Manufacturers Institute (CMI), to label at least 90 percent of all aerosols as recyclable by 2030. HCPA also engages with lawmakers on California’s SB 343 (“Truth in Labeling” law) to ensure that member concerns are considered and requirements are aligned with the state’s packaging EPR program.
