The Household & Commercial Products Association (HCPA) announced today the promotion of Christopher Finarelli from Senior Director of State Government Relations & Public Policy for the West Region to Vice President, effective June 1, 2026.
In this new role, Finarelli will continue leading HCPA’s advocacy efforts across the Western Region, with a particular focus on California, where he has become a trusted voice on the industry’s most complex and high-profile issues. His work includes engagement on legislation and regulations related to pesticide product registration and oversight, PFAS in products, microplastics, packaging policy, and waste management frameworks.
Among his many accomplishments at HCPA, Finarelli played an important role in advancing efforts to secure more predictable and efficient timelines for pesticide registrations in California – a longstanding priority for both HCPA and the broader industry. Through sustained engagement with policymakers and the state’s Department of Pesticide Regulation (DPR), he helped improve regulatory transparency and reduced delays in the registration process, providing greater certainty for companies navigating the state’s complex regulatory environment.
Since joining HCPA in January 2021, Finarelli has played an instrumental role in advancing the Association’s state advocacy priorities and building stronger relationships with lawmakers, regulators, coalition partners, and member companies. His promotion reflects both his strategic leadership and his proven ability to help shape balanced, effective policy outcomes for the industry.
“Christopher has become an invaluable member of the HCPA team and a highly respected advocate for the industry,” said Steve Caldeira, President & CEO. “He brings deep policy expertise, strong relationships, and a thoughtful, solutions-oriented approach to every issue he tackles. As state legislative and regulatory activity continues to expand, especially in California, Christopher’s leadership will remain critical to advancing the Association’s priorities and supporting member companies.”
Prior to joining HCPA, Finarelli served as Deputy Chief of Staff and Chief of Staff to members of the California State Senate and Assembly. He holds a Bachelor of Arts in International Relations from San Francisco State University and is based in Sacramento, California.
“I’m honored by the opportunity to continue serving HCPA and its members in this new role,” said Finarelli. “The policy landscape facing the industry is evolving rapidly, especially at the state level, and I’m grateful to work alongside such a dedicated team. I look forward to working with our members to advance practical, science-based policies and strengthen HCPA’s voice in statehouses across the West.”
Finarelli’s promotion comes at a time of increasing legislative and regulatory activity affecting the industry, specifically in areas related to chemicals management, packaging, and sustainability. HCPA remains committed to ensuring that its members have a strong voice in state policy discussions and that decision makers understand the essential role the industry plays in public health and everyday life.
