Overview

HCPA helps member companies stay on top of laws and public-private initiatives, such as Extended Producer Responsibility (EPR), that promote circular packaging design, environmentally sound waste management policies, and cost-effective end-of-life solutions.

Packaging Policy

EPR laws for paper and packaging remain a salient topic at the state level, with seven states having enacted EPR laws aimed at shifting the financial and operational responsibility for packaging waste from municipalities to producers. Related laws, such as post-consumer recycled (PCR) content requirements, have also gained momentum. HCPA is advancing a proactive, coalition-based advocacy strategy grounded in sound science to promote infrastructure and packaging decisions that reduce waste and increase circularity.

HHW Management

EPR for household hazardous waste (HHW) has become an increasingly prominent topic following Vermont’s passage of the first law establishing a statewide program in 2023. Given the vast range of products and complex management requirements encompassed by HHW, any policy approach must be grounded in a thorough understanding of the diverse materials involved and the challenges they present. HCPA supports smart, efficient policies that equip municipalities to manage HHW effectively, without creating new bureaucratic barriers that hinder environmental progress.

Aerosol Recycling Initiative

Through the Aerosol Recycling Initiative, HCPA and the Can Manufacturers Institute (CMI) are working with companies across the aerosol value chain to improve recycling rates and enhance on-pack recyclability messaging. The Initiative aims to ensure that by 2030, at least 85 percent of households have access to aerosol can recycling and that 90 percent of aerosol cans are labeled with clear guidance on how to recycle them properly. It also actively collaborates with local governments to launch consumer education campaigns on proper aerosol recycling.
