On May 9, the Office of the U.S. Trade Representative (USTR) published a notice to increase the tariff rate on the List 3 materials from China from 10 percent to 25 percent. Although this list of materials was originally published last September, the tariff rate increase was not implemented until now, taking effect May 10, 2019.

China retaliated to this action by announcing a tariff increase ranging from 5 percent to 25 percent on 5,140 U.S. products ($60 billion in U.S. goods), which will be effective June 1, 2019.

In response, the USTR has proposed additional ad valorem duty of up to 25 percent on products imported from China (List 4) with an annual trade value of approximately $300 billion. The Household & Commercial Products Association (HCPA) is currently coordinating with other allied trade associations to develop comments regarding the USTR’s proposal.
