EPA Holds Public Meeting on Draft TSCA Alternative Testing Methods Strategic Plan: EPA held a public meeting on April 10, 2018 to obtain input from stakeholders and the public on the Agency’s draft Strategic Plan to Promote the Development and Implementation of Alternative Test Methods, a critical and statutory requirement of reformed TSCA. Deputy Assistant Administrator of EPA’s Office of Chemical Safety and Pollution Prevention (OCSPP) Nancy Beck kicked off the session before Jeff Morris, Director of EPA’s Office of Pollution Prevention and Toxics (OPPT) and Louis Scarano, Supervisory Toxicologist at OPPT, provided greater detail on TSCA decisions and the Strategic Plan. EPA speakers and attendees emphasized the requirements of ensuring that new approach methodologies be “scientifically reliable, relevant, and capable of providing information of equivalent or better scientific reliability and quality” to ensure improved confidence in EPA decisions while minimizing animal testing. HCPA is in the process of developing comments on the Strategic Plan before the April 26 deadline. A copy of the Strategic Plan is available at

HCPA Works to Develop Comments on EPA’s Proposed TSCA User Fee Rule: HCPA is in the process of developing comments on EPA’s proposed User Fees rule, which grants authority to collect up to 25% of the administrative costs of TSCA. Traditionally, the New Chemicals program (Section 5) has shouldered the fees associated, but EPA can now collect fees for Testing (Section 4), Risk Evaluations (Section 6) and CBI determinations (Section 14). HCPA’s comments primarily focus on achieving the right balance between processors and manufacturers; sharing experiences on consortia formation; ensuring the overall cost of risk evaluations are appropriate while not inhibiting low priority chemical evaluations; and Significant New Use Notice (SNUN) fees.
