On March 6, HCPA joined the Colorado Department of Public Health and Environment, Air Quality Division (Division) stakeholders’ conference call to discuss comments received through their stakeholder engagement process.

The Division is expected to present a proposed regulation at the Commission’s April 18 meeting to adopt Volatile Organic Compound (VOC) regulations based on the Ozone Transport Commission (OTC) Phase 4 Consumer Products Model Rule (i.e., the version of the model rule that informs the basis for regulations that were recently adopted in six states).

The Division is “fast-tracking” the development of this new regulation by requesting that the Colorado Air Quality Control Commission (AQCC) conduct a rulemaking hearing on July 18, and HCPA will be involved in every phase of the rulemaking process on behalf of our member companies. We will especially emphasize the need for consistent regional regulatory requirements and the ongoing importance of communicating all exemptions and regulatory flexibility provisions in other states’ VOC regulations.
