On June 6, the Household & Commercial Products Association (HCPA) sent a redlined document to the Colorado Department of Public Health and Environment (CDPHE) Air Pollution Control Division (Division) on their proposed rulemaking to adopt volatile organic compound (VOC) regulations on consumer products. This document clearly highlights HCPA’s extensive revisions and recommendations to the current text of the proposed regulation. Based on follow up conversations with the Division, there is a strong indication that the Division will include many of these recommended changes in the final proposed regulation that will be presented to the Colorado Air Quality Control Commission (AQCC).
Additionally, on June 11, HCPA filed a prehearing statement with AQCC to convey our member companies’ position on the proposed regulation and to identify issues that may need to be resolved by the AQCC at the rulemaking hearing in Denver on June 18. HCPA staff will be in attendance during the AQCC’s prehearing status meeting. Parties are required to file a statement and participate in the prehearing meeting to narrow stakeholders’ issues regarding specific provisions of the proposed regulation before the AQCC formally considers this matter at the July 18 rulemaking hearing, which HCPA will also participate in.
