Today, Household & Commercial Products Association (HCPA) President and CEO Steve Caldeira issued the following statement in support of bipartisan legislation that would require Congressional approval of tariffs enacted under auspices of national security:

“HCPA thanks Senator Corker (R-TN) for his leadership in introducing S.3013 and strongly urges other members of the U.S. Senate to support this bipartisan and much-needed measure,” said Steve Caldeira, Household & Commercial Products Association President & CEO. “These tariffs are a debilitating tax on the manufacturers who use aluminum and steel to make and package their consumer and commercial products. Combined across industries, this tax will potentially cost American manufacturers billions of dollars, lead to the loss of jobs and raise the prices of the integral, everyday products millions of consumers and workers rely on every day.”

Dear Senator Corker:

On behalf of the Household & Commercial Products Association and its members, I write to applaud you for introducing S. 3013, legislation to require congressional approval of tariffs designated under Section 232 of the Trade Expansion Act of 1962.

The Household & Commercial Products Association is the premier trade association representing companies that make and sell $180 billion annually of products used for cleaning, protecting, maintaining, and disinfecting homes and commercial environments.  Many of these products use aerosol technology, making the aerosol industry an integral part of the household and commercial products industry.  HCPA analysis reports that in 2016, United States manufacturers produced 3.02 billion steel containers, 811 million aluminum containers and 3.72 billion valves to fill 3.75 billion aerosol products.

The aerosol industry relies on high-quality imported steel and aluminum to produce the containers and valves essential to the safety and performance of the finished aerosol products.  Tariffs on aluminum and steel, as proposed by President Trump under Section 232, will artificially raise the cost of aerosol packaging, and thus the cost of aerosol consumer products.  The President’s action will decrease access to the best quality materials, slow innovation, and negatively impact aerosol can and component manufacturers, and the household and commercial products industry that supports 200,000 American jobs.

By requiring congressional approval of tariffs designated under Section 232, your legislation will apply a needed layer of scrutiny to arbitrary tariff proposals, thereby protecting American manufacturers from potentially devastating retaliatory tariffs from other countries.  The counter-tariffs recently announced by Canada and Mexico, in response to the steel and aluminum tariffs imposed under Section 232, demonstrate that the negative consequences of seemingly limited tariffs can quickly proliferate to damage the entire U.S. economy.
