The Environmental Protection Agency (EPA) has proposed amendments to the Chemical Data Reporting (CDR) rule to better support Agency data collection efforts. In doing so, the EPA will align reporting with the Frank R. Lautenberg Chemical Safety for the 21st Century Act by requiring that confidentiality claims be substantiated, which would make chemical reporting easier by streamlining complex submissions. Additionally, the proposal will update the definition of small manufacturers that are exempt from reporting. The proposed change would also exempt certain types of byproducts and allow utilization of processing and international use data codes developed through the Organization for Economic Co-operation and Development.

Companies are encouraged to review and respond with any comments or concerns to assist the Household & Commercial Products Association (HCPA) staff in determining next steps.
